This is an amazing 1893 survivor titled "A Stamp Collectors Souveir."  It was published by C. H. Mekeel Stamp and Publishing Co. of St. Louis, Missouri.  It includes information about the collecting of stamps and how to do it along with advertisements for albums and equipment.  This information is followed by pages and pages of available stamp packets from all over the world with prices.  The book has 96 pages and I have been careful not to spread it out as I don't want to break the spine or loose any pages.  It is complete and legible throughout and is 5 & 1/2" by 4 & 1/4" bound with staples.
