This is a secondary clock (called a slave clock) and this clock would have been one of many that would have been connected to a central master clock that would regulate the time for all the connected clocks as in a school or factory or facility.
I am unable to test this clock as it made need the central master clock for testing. The etching on the back states " secondary clock.".
