This is a beautiful, elegant blouse from the luxury brand Genny, made in Italy, possibly from the 1980s (comparing label to the Vintage Fashion Guild directory).  There are no shoulder pads, however.  Black background with ivory peony-shaped flowers tipped in red. Pleated cuffs with double buttons. This is a timeless shape and pattern that will look great with jeans or suits or skirts.  Throw it on for instant sophistication and polish.
