Waste canvas is a heavily starched fabric that you baste to the fabric onto which you want to cross-stitch. You stitch through both the canvas and your “real” fabric, then wet the canvas to relax the fibers, and pull out the threads of the waste canvas, leaving your stitching on the cloth.
