As far as I can tell it is new.  I would call it (from the car culture – new old stock).  The package shows signs of a price tag on it that has been pulled off.  Others we have gotten have the price tags.  

These have not been opened.  They are old enough that some of the seams in the packaging are separating.

We came into these items from a family member that had a love for cameras and photography.  I have to assume they had the opportunity to buy the closeout of a camera store or picked up a lot of items at some point.
