Sealed and new. This is supposed to be factory sealed. It doesn't have the normal plastic fold seal. The last time I saw this type of seal on a game, I opened it, and it was indeed brand new. This was bought at an Army PX.  UPDATE: Upon further research, I found that some game manufacturers use this sealing for cowt reduction.
