1982 Vintage Photo by ASSOCIATED PRESS PHOTOGRAPHER MORT ROSENBLUM a sign atop a former British department store in downtown Rangoon, Burma advertises, "Raleigh, the All Steel Bicycle."  No such bicycles have been available for a generation.  Burma now grants 7-day tourist visas to about 28,000 a year.  About half these visitors are businessmen with something to offer Asia's forgotten capital.  Burma is slowly starting to awaken.
