Set of 3 bow ties with elastic neck bands.  Fabrics either feel like cotton or a cotton blend.  The plaid ties have their elastic bands sewn together so they have to be slid over one's head.  The stripe on has a hook.

Red plaid is 4.5" long & 1.75" wide.

Pastel Plaid is 4.25" long & 1.75" wide.

Stripe is 5" long & 2" wide.

Relaxed the neck size minimal is 16.5" and the elastic is plenty stretchy so another 2" would be easy to accommodate comfortably.  of course for a smaller neck you can snip the elastic and sew it tighter or convert to a similar hook closure like the stripe one.

Looking at the ties I have to strongly lean to them being homemade, saying that they are very well constructed.  The person who made them probably opted for the elastic either for simplicity or had no access to the clip locking mechanisms.
