Etincelle is a couture line, have owned this dress for over 20 yrs. Never wore it.  Not sure how I acquired it, used to go to Sample sales and closeout sales. Also bought lots of velour in the 90s. The measurements are from a dress form made when I was a size 12, the 3 is an old EU size, was a 12 US.  The dress fit the form and would not vary more than 2 inches on either side.  See Pics
