Apart from the E.P.N.S. (electro plated nickel silver) there is no maker marks.  

The pattern is almost identical to many well known flatware/silverware producers 

so it could fit in quite nicely or be an eclectic stand out piece.

It is early to mid 20th century, likely closer to the 30’s or 40’s based what I know of its history.
