This medal is an official Ho Chi Minh City district-level commendation award titled “Biểu Dương,” meaning “Commendation” or “Public Praise,” issued to residents, workers, or local officials of District 5 (Quận 5), Ho Chi Minh City.
The central medallion bears the inscription “Người Tốt Việc Tốt – Quận 5, TP. Hồ Chí Minh,” literally “Good Person, Good Deeds – District 5, Ho Chi Minh City.”
This slogan is a foundational component of Vietnam’s socialist-era emulation system, originating in the North during the 1960s and adopted nationwide after reunification.
The award was used to recognise individuals who demonstrated exemplary civic behaviour, contributions to public order and community life, workplace achievement, social responsibility, or outstanding participation in district-level emulation campaigns.
The obverse depicts a portrait of Hồ Chí Minh surrounded by a red enamel ring and mounted on a stylised lotus-shaped star, a design used widely in southern urban awards from the 1980s onward.
Although modelled after national emulation symbols, district-level pieces such as this were locally commissioned in small batches and display distinctive regional characteristics. The craftsmanship, gold-coloured plated alloy, raised portrait, thick resin enamel, and the simple suspension bar, is typical of Ho Chi Minh City’s award-making workshops in the 1980s and 1990's.
These pieces were often produced for People’s Committees, Youth Union branches, women’s organisations, and local administrative units.

This identifies the manufacturer as the Youth Emblem Company (Công ty Huy Hiệu Thanh Niên), a well-known state-associated workshop located in District 3, Ho Chi Minh City.
This company produced insignia for the Hồ Chí Minh Communist Youth Union, school badges, commendation medals, and local awards from the 1980s onward.
This example is housed in its original plastic presentation case with red flocked interior. Most district-level commendation medals were issued informally and without packaging, making boxed versions relatively uncommon.
As an official district award, it represents the civilian public-recognition culture of Ho Chi Minh City during a period of major social and economic transition following Đổi Mới reforms. Produced in small local quantities and rarely seen outside Vietnam, this is a genuine and well-preserved artefact of the city’s post-war civic honour system.
