Behind a warehouse on the waterfront, the shadow of a vagrant emerges from the darkness. Several boys surround him. A man watches as the boys beat the vagrant...
The man, Ryosuke Wagatsuma, 39 years old, is a detective. He breaks into the home of the ringleader, a young boy, beats and kicks him, and then forces the boy to turn himself in.
Wagatsuma, who is like that in everything he does, is considered an outcast within the police station. One day, a brutally murdered body is discovered on a fishing boat. The man is Emoto, a drug dealer.
As the investigation progresses, Wagatsuma tracks down Nito, a young businessman, and Iwaki, Wagatsuma's close friend and the head of the crime prevention division. It turns out that Iwaki had been illegally reselling the confiscated drugs.
Then, in order to silence him, Iwaki is killed in a way that makes it look like a suicide.
Faced with the police's nonchalant attempt to cover up the death of his friend Iwaki, and the madness of Nito, the leader of a drug trafficking organization, and his subordinate, the murderer Kiyohiro, Wagatsuma had no choice but to fight back with his own ferocity...
