It’s from around the turn of the century but is manufactured by a third-party company so it’s not branded like a name brand Pokémon item

On the round stick top right :It translates to say it’s environmentally friendly 

On the side (front) It translates to say: Elf morning exercise 

On the far side it says Night ilium and it translates to say :Night Today Glowing Puzzle 

     I would take a guess that it glows after being put in sunlight for a bit.
