Very nice sugar tongs produced mid -20th century by a silverware factory in Germany. 

It could be Christoph Bach, but not sure as they are no other marks then the 800 stamp.

It is part of the 'Hildesheimer Rose' product line which was inspired by a real dog-rose whose same plant has been climbing for 700 years on the wall of the 'Mariendom' in Hildesheim. 

These beautiful and detailed sugar tongs measure 9.5 cm (3 5/8 inches)  in lenght and the weight is 20 gr. 

They are stamped 800 and are in excellent condition with minimal wear. They are made of silver 800.
