I am not quite sure what the original purpose of this item is.  I will call it a caplet - a small decorative cap made of black netting and black sequins.  It may sit on the top of the head or perhaps cover hair done in a bun/updo and would be held on with bobby pins.  It measures about 8" in diameter.  The sequins create spoke like lines all the around the caplet.
