This is a 1969 strike, even though it says "1923" on the back.
Turkish gold coins use a dual-dating system. The 1923 is the fixed base year (the year the Republic was founded), and the smaller number at the very bottom—which is 46 on your coin—is the "anniversary year".
Why it is 1969
The Turkish Mint calculates the actual production year by adding the anniversary number to the base year:
