Needs a new front wheel built for it; has been outside under a carport for a while will need some treatment to remove rust from metal parts but machine or motor oil and a rag works well for this, or naval jelly. Overall, it's in good/fair condition and definitely quality item for the starting bid / asking price. Local pickup DFW only

No idea the year, cannot find serial stamp or sticker anywhere but I acquired it from a reputable mechanic/pro who built it.

As for frame size, it seems from top of seat tube to crank housing is about 20.5"
