This is a 1/8 Kakani denomination, an important early Indian coinage type from the post-Kushan period. The coin features the bull (Vrisha), a significant symbol in ancient Indian culture. “Vrisha” was also believed to be the name of a Naga king and is traditionally associated with the founding of the Naga Dynasty.
