This is brand new old stock that has never been sold or installed from a former Watts Radiant SunTouch product retail dealer.
The newer versions of this product sold on Amazon, at Home Depot and other places for about $18 per square foot have a double sided tape affixed to the mat. This mat does not have tape already affixed, so you can use a roll of double sided tape to stick down (not included).
They are designed to be thin-set in place under the finished flooring once stuck temporarily with the tape. In later years they simply started making the mats with the tape already in place.

I actually have this product installed in my home and it is absolutely one of our most favorite things about our home. I once had to replace one of our thermostats in a large den and got it from Home Depot. The new ones work just fine with older mats and cables. The heating cycles are programmable to go on and our off with custom schedules. So neat and luxurious.
