This powers up , makes a tune and then you can hear fans coming on . I was not able to hook a monitor to it to see if it worked.  This is being sold as is for parts or repair.  It does have scrapes and scratches see pictures.  Also if your looking at the top the handle has been pulled out away from the rivets on one side.
