This is a 1991 O-Pee-Chee SHORT PRINT ROOKIE CARD for star defenseman Sergei Zubov.  Zubov is a 4-time NHL All-Star, 2-time Stanley Cup Champion, and Hall of Famer.  Prior to being drafted by the Rangers, he played for the Red Army's hockey team.  This 1991 O-Pee-Chee INSERT card is also his rookie card and has been professionally graded by PSA as a 9, indicating MINT condition.
