Looks used from the shank, but bit looks to be in excellent condition.
I do NOT believe this is a carbide tip. The material looks uniform, one continuous piece of steel. The cutting edge is forged directly into the body and not an applied insert. This would place this from the 1940s-50s as carbide tips became the industry standard in the 1960s.
