It is definitely a Pogo Bal as the recessed area that houses the sticker (see photo, it's faded now but you can make out the "er" of Jumper) is the shape that receives the PogoBal sticker logo.
It must have been made under license in the UK, but I can find no trace of it online.
My Auntie used to work for Matchbox toys in north London and quite often brought us prototype toys, so maybe this never made it to shelves in the UK.
