This Green River Tire Wheel made by Wiley & Russell Manufacturing Co - Greenfield Mass is the tool a wheelwright would use to measure the length of iron rod he would need to cut to encircle a wooden wheel. 12 x 6.5 inches.  Wiley & Russell stamped on outer ring.   There is a piece on the inner circle that is stamped Green River Tire Wheel on the inside that you can set like a clock hand to mark where you start to measure.  Very good condition, rolls smoothly,  some original black paint.  Light rust.
