Picture an England in which the partisan hooliganism of football supporters has gotten completely out of control. Parliament has been dissolved and in its place, four clubs, all violently opposed to one another. Expatriate journalist Whitney Singleton is hired to produce counter-revolutionary propaganda against the club managers, but when his plane is hijacked Singleton finds himself sucked into a nightmare of sinister intrigue culminating in a rally that turns into a riot of explosive frenzy.
