This is only the cradle portion of the battery charger made by Thomson Electronics for RCA camcorder and any other brands that are compatible with model number 221355. Possibly JVC. This piece is the battery charger so that camera can be used on the go, but this also plugs in to become an AC adapter and camera will now function plugged into power.

This unit plugged in lit up with power but I have no battery to test it with so it is being sold in an as is condition because i cannot prove ir disprove that it will work for you.

There is also a serial number as you can see in the pictures 5226P0346.
