When you "watch" an item, I receive a notification that someone shows interest. If it's possible for me, I can send you an offer. Everything is anonymous so I never know to who I'm sending it too. I can't send an offer twice to the same person for the same item. This is a precaution from Ebay to avoid harassment from sellers to buyers. So once the offer expired, I can't send another one.

Also, when you make an offer, always separate the price and the shipping. The reason is that shipping price differs according to your postal code, country, etc. It's impossible for me to remember all the rates to everywhere for over 20000 items. You always have the shipping fees (under the item price usually) for your region. If you offer, for example, $30 shipping included, it's very difficult for me to asses and evaluate the offer.
