Vintage JAPAN figurine Christmas SANTA red brick chimney rooftop planter NAPCO?

 "SANTA w/ his sack on the rooftop by the Chimney" figure.  The chimney opening is a... planter? candy cane holder? 
No chips, nicks or cracks.  Just the very slightest cold-paint loss to his left thigh.  He is a ready for the season!!
Measures: 5" X 3 1/4" (approx. meas. at base) x 5 3/4" tall (top of Santa's hat). 
Ink 'JAPAN' stamp on  bottom. 

Good 'AS-FOUND' Condition, he could use a 'detailed' cleaning to really shine!
