8x10 Steel Base Mount - Unknown Brand or application

We received multiple units from a cleanout, there is no information in or on any of the boxes pertaining to their original purpose. Presumably someone out there will be searching for this particular model number and know exactly what these are.

New old stock surplus, a few of the boxes in this lot were previously opened, but none of the contents were ever used. Each box contains ONE base, and ONE packet containing the screws and an allen wrench.
