This is an original G.I. Joe insert that was put in boxed vehicles and playsets in 1986. It was titled S.T.R.I.K.E. (Strategies and Tactics to Repel, Immobilize, and Knock-out the Enemy). Booklet contained an offer to get Cobra Commander v.2 and overstock vehicles like the Amphibious Personnel Carrier, Pac/Rats and Slugger by sending in cash and Flag Points. You could also join the fan club or purchase the VHS.
