The rubber base absorbs the shock and reduces vibration on your bench or work surface. The rubber base is handy and can be used with the block reversed (Upside Down) when a soft non marring surface is needed for hammering as well as filling. 

The Steel Tool which is a case hardened block can be used for different applications, useful for Flattening, Marking or Stamping metals, sheet and wire.
