Will ship to the USA
The US postal service is getting a lot stricter.
They no longer permit plastic top-loaders in letter mail.
They have been returning them to sender.

Shipping is by regular mail. No guarantees. I have shipped 1,000 of items by regular mail with no issues for buyers here on eBay. I will send a picture of the package with a postmark to verify the shipping of the item. Tracking is available at an additional cost.
