I believe that is old / antique Brazilian amulet with 8 different charms attached. They look like they have been made out of Copper or some other similar metal. Good used condition with some signs of use as to be expected from the old / used object. 
Individual charms can be taken out of the round handle and change position or use somewhere else. 
The holding bracket is about 4" long. Charmes are between 3.5" to 4.5" long (including handle and ring)
