This figure is an Airplane Mechanic in excellent condition. The propellor spins and the colors and details are clear. It is virtually identical to items featured in a color photo on page #407 of the 11th Edition of O'Brien's "Collecting Toys A Collector's Identification and Value Guide".
I have had it in my collection for about 30 years and have have only seen a few in this condition.
