Translation:
Mr. Mayor!
American troops are advancing on your town. They will reach it shortly. Resistance against our troops would result in the destruction of your town. However, rapid surrender will save the town and its inhabitants from such a fate.
Therefore, Mr. Mayor, hoist the white flag on the church tower or the highest roof of your town as a clear sign of surrender, and immediately send a small delegation of authorized representatives (no more than 3) to the American commanders to hand over the town.
For the civilian population, there is no reason for fear, since the Americans do not wage war against civilians. For reasons of safety... (continued on the reverse side).
INHABITANTS! Deliver this message to your mayor as quickly as possible. The continued existence of your community, the salvation of your homes and farms, depends on his immediate compliance. Urge your mayor to act—NOW.
Back Side
Title: Aus Gründen der Sicherheit ("For Reasons of Safety")
Instructions for civilians after surrender.
Translation:
For reasons of safety, after occupation by American troops, the inhabitants must observe the following regulations precisely:
Stay in your cellars, which provide you with protection. Remain there even after the first American troops have entered. Do not leave until the American authorities have explicitly released the streets.
The curfews imposed by American troops, from 6 p.m. to 7 a.m. and from 11 a.m. to 3 p.m., must be strictly observed.
Weapons, ammunition, and explosives of all kinds must be handed over to the American troops without delay.
If members of the German Wehrmacht who have laid down their arms seek refuge in your shelters, you must immediately inform the authorities of their presence after the capture of the town, and hand the soldiers over to the military authorities.
