Because a salamander can breathe through its skin via gills, many of them have a shiny, almost liquid appearance to their skin. This one is a salamander with a liquid appearing glaze.  

The technique is glazing on metal. 

Glazing creates a two-tone finish because it consists of a solid color base coat with a translucent glaze applied over it in such a way that some of the base color still shows through

With the marks or lack of maker's marks, I won't be able to tell when or where it was made. However, it has an approximate value of $395-$495
