This is a Free People Short Embroidered Puff Sleeves Tunic-Hi Lo-that is a size Small Petite. It is very Boho and Whimsigoth in style. It is 90% Rayon, 6% Polyester, and 4% Spandex. It is oversized and has a small discoloration spot on the sleeve(see Pics). 

Please measure something that fits you laying flat. The length is measured from the shoulder to the bottom hem. I measure pit to pit laying flat for the armpit to armpit measurement.
