Per Dolfin, the sizing on these suits is: chest 26-26 in, waist 22-23 in, hip 29-3 inches. This is a girls/teen suit, not a women's suit!
The suit should be snug to start, as it will stretch out. How snug is a personal preference. Typically, the more serious the swimmer, the tighter she likes the suit. If looking for more of a leisure suit, most girls like it to fit looser to start. (yes, there are always exceptions to this, but generally this has been the feedback)
