These cards were graded when CGC first started grading pokémon cards .  As you may know they did not give out 10s for gem mint cards until their submissions sharply dropped and now they have started grading much easier. Because of this, I fully expect the Lugia and possibly all four of these cards to be PSA 10s if regraded .
