BRP says this is "rubber" where as other hoses I have listed as "hypalon"

I found it as oil return lines on all older smaller motors and as fuel pump to carb on older smaller motors]

They also say is 3/16" but looking at it I say "no".

It might stretch to accommodate 3/16"
