The date code on the unit is 1304S21-86G, which indicates 2013 manufacture. This is old stock. The integral battery is well past its service life and should be assumed dead or unable to hold a charge. Power Sentry’s own label states the battery is not replaceable.

It is sold AS-IS for parts, salvage, wiring/harness, or reference only. It is not suitable for life-safety or code-compliant emergency lighting. Do not install it as a working emergency backup.
