Vintage Boy Scouts of America ceremonial desk emblem or small flag staff topper.

Appears to be solid cast brass in a silver color (magnet does not stick to it).

Measures 4" tall (excluding screw) and 3.25" wide.

Produced as a multi-use component.  It was used either on a short, small-diameter parade guidon staff, or as a decorative emblem mounted atop a wooden presentation plaque or trophy base.
