This product is a set of 10 Starlux-branded microwave motion sensors. The sensor features 3 control switches: LUX (ambient light threshold), SENS (sensitivity/range), TIME (how long the sensor signal stays active). This product is the inner hardware of the Starlux 
ST700C Motion Sensor, meaning that it is fully functional and can be used in a multitude of use cases, without the hassle of a bulky outer shell. The product appears to be of working condition.
