This issues was conceived in July 2011, four months after the beginning of the uprising against the Gaddafi regime (February 11th), in a very dramatic period for all the Libyan people. The issue had the purpose to show the popular support to Colonel Gaddafi in Tripoli. The artists of the Philatelic Section of the Libya Posts made the graphics including Gaddafi's "Green Book", the Red Castle of Tripoli and a citation in the right down corner "Africa knows who Muammar is: a Liberator". "None but God, Gaddafi and Libya" was the slogan shouted by Gaddafi's supporters in the Green Square of Tripoli.

The design was realized in order to contain three perforated stamps, face value 500 dirhams each. The file was sent to the Printer in Italy (same Printer of 2010 Libya issues) at the end of July. Preliminar print proofs were quickly arranged and sent to the Libya Posts. But the project could not go on. The situation in Tripoli quickly became more and more dramatic. The capital of Libya fell into the hands of the anti-Gaddafi forces at the end of August.

This not-issued souvenir-sheet is an extraordinary piece of the History of Libya, as well as an extraordinary philatelic item.
