I did attempt to de-register the device however I was having Wi-Fi issues. According to the device you need to connect to Wi-Fi and then go to Settings and the register. By buying you accept you will need to do this and potentially research how to do it if it is not quite this simple. I was not the last use of this device and do not know that person.
