I do not know when the first photo was taken but 

it was a precursor of what was to someday be a reality

as flags were flown 1/2 mast following 9/11

Flags are flown as such often during 

the passing of a president or following a tragedy 

like a mass shooting

But to see it flown with the Twin Towers 

in the background years before 9/11is an eerie

foretelling of what would someday be reality
