Vintage Russian Soviet metal Samovar Electric Water Heater Tea Maker.  It works very well and is very clean, measuring approximately 15" tall and comes with cord and Euro US adapter.  The spigot works well and it holds 12 cups.   It is marked on the underside as shown.
