Condition is new. I bought it as new. Includes box. Smokestack is in the plastic bag. Please look at all pics closely. 

Since this unit has been sitting in the box, not being run, I recommend you follow Lionel's instructions/maintenance and grease/oil it before use.

As stated, I do not have a layout. I did not test the unit.
