There is powder on top of the plastic seal, but I cannot tell if it was ever opened or if this is from however it was stored.

I did pull up the plastic and it appears full.  The pouf appears to be in good condition with minimal powder from the residual powder on top.  Please reference photos.

The silver on the container is tarnished.
