Leyte did not issue adequate notes to suffice their needs, so some municipalities used counterstamped notes from Cebu

Due to the scarcity of currency some municipalities have to get their notes from nearby cities who can supply them with the needed money. The municipal treasurer counterstamped and sign the notes to indicate that it was used in that area.
